Regulations for management of the Whang Youn Dai Overcome Prize
Chapter 1 General Rules
Article 1 (Purpose) These regulations (referred to as Prize) prescribes necessary maters relating to the management of the Whang Youn Dai Overcome Prize and establishment, organization, function and management of the Whang Youn Dai Overcome Prize Committee (herein referred to as WYDO)
Chapter 2 Whang Youn Dai Overcome Prize
Article 2 (Objectives) This prize is intended to contribute to enhancing the will of the handicapped through promoting the welfare and improving the status of the handicapped. It is awarded to the best two athletes (one male and one female) who demonstrate the most dramatic determination of overcoming disabilities based on the true spirit of Whang Youn Dai. She has dedicated herself to providing help and assistance to the handicapped by proving through perseverance any handicap can be overcome.
Article 3 (Eligibility) The prize is presented to the best two athletes in the Paralympic Games who demonstrates most dramatically the strong desire of overcoming human handicaps regardless of nationality, race, sex, religion, ideology, and performance in the Games.
Chapter 3 Presentation of Prize
Article 4 (Awarding) Prize will be awarded at every summer and winter Paralympic Games.
Article 5 (Awardees) Awardees will consist of two athletes, one male and one female.
Article 6 (Medal) The medal shall be pure gold weighing seventy-five grams.
Article 7 the prize is awarded at the closing ceremony of the Paralympic Games.
Article 8 (Funds) Financing for the prize is provided by the Whang Youn Dai Overcome Prize Committee Fund.
Chapter 4 Nomination and Winner Selection
Article 9 (Nominator) Nominees for the prize must be nominated as prescribed herein. The nominator may be an organization, either the representative of the organization or a member of the organization commissioned by the representative may propose and submit the names of nominees for the prize. Under these auspices, the following may nominate nominees:
- International Paralympic Committee (IPC)
- Press Corp for the Paralympic Games
- National Paralympic Committee (NPC) of participating country.
Article 10 (Principle of Nomination) Nominator may nominate no more than two athletes, one male and one female, regardless of nationality, race, sex, religion, ideology and performance at the Games.
Article 11 (Winner Selection) Matters relating to standings and procedures for nomination and winner selection are cooperated with the IPC in mutually beneficial way.
Chapter 5 Awarding the Prize
Article 12 (Announcement of Awardees) Both IPC and WYDO will announce awardees after the WYDO has met and reviewed proposed nominees.
Article 13 WYDO will prepare the medal and bring it to the place where the Paralympic Games is to be held.
Article 14 (Awarding Ceremony) The prize is awarded by both the President of IPC and the Chairman of WYDO, or any other person so designated by WYDO, at the official closing ceremony.
Chapter 6 Committee
Article 15 The Whang Youn Dai Overcome Prize Committee (WYDO) is established to support the Whang Youn Dai Overcome Prize and enhance its prestige.
Article 16 (Organization)
- WYDO consists of no more than twenty (20) members including the Chairman.
- Members are selected from among the members who endorse the purport of the Whang Youn Dai Overcome Prize.
Article 17 (Function) WYDO ' s responsibilities are as follows:
- Matters relating to management of the Whang Youn Dai Overcome Prize
- Collaboration with IPC
- Promotion at domestic and international awareness of the Prize
- Preparation of funds for financing the Prize
- Any other matters the chairman sees fit to put on the agenda
Article 18 (Duty of Chairman) The chairman represents the committee and heads and conducts any meetings accordingly. This person is the head of the committee.
Article 19 (Executive Secretary) WYDO appoints an executive secretary in order to maintain and conduct business for the committee.
Article 20 (Term of Office)
- The term of office for the committee member is four (4) years and such terms are renewable.
- The committee members may designate another person to act on their behalf. Such proxy is subject to approval by a majority of the duly registered members through a recommendation by three (3) standing committee members. The terms of office for the proxy members shall be the same as the predecessor ' s and remain in effect for the duration of said person.
Article 21 (Meetings)
- The committee meetings consist of regular and provisional meetings.
- Regular meetings are held in the year in which the prize is awarded.
- Provisional meetings are called by the Chairman upon his decision to do so or when more than one-third (1/3) of the duly registered members demand it.
Article 22 (Resolution)
- The committee resolves based on the presence of the majority of duly registered members and assent by the majority of present members.
- The Chairman has the right to vote and decides the issues in case of tie.
Supplementary Provision
Any matters that are not prescribed in the regulation shall be herewith put into effect according to universal practice and socially accepted ideals. |
